This petroglyph represents "Held inside" or "Something held inside". The North American Indian Sign Language for held inside is: Both hands held in front of you with the palms faceing each other and hands slightly cupped, with fingers of each hand touching each other and the thumbs of each hand touching each other making a circle. The right hand is moved up and made to look like it has placed something into the center of the hands.
This same sign is recognized as part of the universal sign language used today. Infact many of the signs used by the North American Indians are still used as part of the universal sign language.
